Add support for TIFF files.

The entire Bolton-Brush collection is in TIFF format, we need to be able to import those.

• Add TIFF sample data
• Importer should be able to automatically detect TIFFs

It sounds like the conversion needs to happen by reading TIFF data pixel by pixel and re-writing it in raw DICOM. Although there might be a better way: https://www.sciencedirect.com/science/article/pii/S2153353922003753

This could be one way to go, although i'm not sure it would be the best, because maybe not all readers would be able to view the image.

Suggesting to make sure all EXIF data is converted from the TIFF, including the ICC Profile https://dicom.nema.org/medical/dicom/current/output/chtml/part03/sect_C.11.15.html

dcm4chee-arc might already have support: https://groups.google.com/g/dcm4che/c/5FaX5uoBLuc although this is a VNA per se. Can i extract/find the code there and use it?
