Show inactive status on constraints

a status.active:false field on constraints and constrainttemplates that are not active

Anything else you would like to add:

We got alerted by this metric that a constraint is inactive, but there was no obvious way of finding it without digging through the logs

Environment:

• Gatekeeper version: 3.21.0
• Kubernetes version: (use kubectl version): 1.33
