Prompt users to update enabled language servers #190
Description
If a user has configured a language server in vscode-opa, when they open a rego file, and they have an outdated version for any language server, then they should see a message prompting them to upgrade that binary.
If the binary is managed by vscode-opa, then vscode-opa should be able to do the upgrade for them.
