liboqs-go and liboqs 0.15.0

I've encountered issues on Windows using liboqs-go with liboqs 0.15.0, which is strange, as Mac/Linux work well. On Windows, signature verification fails for SLH-DSA variants.

Reporting here in case anyone has had similar whilst I undertake some more investigation.

It's liboqs compiling with MSVC rather than something compatible with CGO in the CI setup.
