Tailsampling refactoring proposal

We've been experimenting with the tailsampling processor on a huge number of spans (~1.5kk/s) and here's what we've found:

1. We'd love to simplify the logic by adding plain algebraic AND and OR for rules. This will make it easier to understand and manage the rules.
2. It would be great to introduce a "sample" boolean flag for all rules (where applicable) to determine if sampling should occur. If set to true, then the sample will be taken.
3. We want to eliminate the code logic that relies on InvertSampled and InvertNotSampled as it adds unnecessary complexity.
4. We strongly believe that the decision_time should be the exact time taken to make a decision. REF
5. We plan to optimize the decision-making process by removing the logic that checks all rules before taking a decision, where applicable. For instance, if we have 10 rules with an OR condition, it should be enough to find the first rule that returns sample=true, which will significantly reduce CPU and memory usage.

By implementing these changes, we aim to improve the overall performance and user-friendliness of the processor.
