helm install of splunk_hec stopped activating

Ive been attempting to get splunk_hec exporter to work, and initially it would error/retry as I worked on the network config, but now it just doesn't do anything... the other exporters, processors, loggers, etc all log something

splunk_hec:
# Splunk HTTP Event Collector token.
token: ""
# URL to a Splunk instance to send data to.
endpoint: "api"

and in service

    exporters:
      - logging
      - splunk_hec

I can share the rest of my values file but I dont think its the file, something about the cluster is no longer calling the exporter - im confused
