[internal/tools] Remove replace statement for asciicheck

We've added a replace statement in #42753 because asciicheck has moved. That statement should be removed when we upgrade to the new version of golangci/golangci-lint that will include the new repo for asciicheck.

The issue described here has been solved kind of. A new release of golangci-lint has been made which doesn't use the old asciicheck.
But now there is some mismatch in golang/tools, with gopls. We would need to change the replace stated here into a different replace related to gopls or wait until everything matches.
