The Windows 2019 runners are being deprecated and unsupported by 2025-06-30
actions/runner-images#12045
Brownout periods have started and windows ci jobs will be failing. Brownout schedule:
June 3 13:00 - 21:00 UTC
June 10 13:00-21:00 UTC
June 17 13:00-21:00 UTC
June 24 13:00-21:00 UTC
We should upgrade Windows runners from 2019 -> 2022 and 2022 -> 2025 (or windows-latest).
