[CI] Publish to BCR workflow broken

Tried today to use the new publish to BCR workflow introduced by #3782, to publish release v1.25.0.

Got:

 Invalid workflow file

The workflow is not valid. .github/workflows/publish-to-bcr.yml (Line: 19, Col: 11): Input registry_fork is required, but not provided while calling.

It looks like the workflow requires a registry_fork field: https://github.com/bazel-contrib/publish-to-bcr/blob/main/.github/workflows/publish.yaml#L46-L49 which means open-telemetry org needs its own https://github.com/bazelbuild/bazel-central-registry fork to make this workflow work if I understand correctly.
