Is your feature request related to a problem?

I'm a user of Azure Kusto and KQL for data processing and analytics. It currently lacks any OpenTelemetry instrumentation.

What is the expected behavior?

I'd like to contribute an instrumentor library to map Kusto's custom telemetry format (ITraceListener and TraceRecord) to OTel spans and metrics.

I already have a draft implementation to make sure there were no major problem before opening this issue, but I wanted to reach out and discuss before opening a PR. I also accept the ongoing maintenance required for this component.

Which alternative solutions or features have you considered?

The alternative would be to contribute the instrumentor under my personal account, however I'd like to try to avoid any potential confusion or community fragmentation if possible.
