[feature request] Additional Dynamic Metric Tags

Is your feature request related to a problem?

I am building a multitenant application and I want to be able to collect the metrics from the existing instrumentation packages with additional tag having the TeantIdentifier so that I will be able to separate the telemetry data for each tenant.

I need a way to extend the metric tags on the creation moment not on the exporters, I can't find any possible approach.

What is the expected behavior?

Provide extension point on the SDK that allow adding dynamic metric tags from the scoped context using ServiceProvider services
