declarative configuration: `-` vs `_` in mapped properties

• Declarative config: attribute_value_length_limit: 4096

I wonder if have the bridge to both.. I.e. if you call configProperties.getBoolean("otel.javaagent.add-thread-details"), it would look for both:

instrumentation/development:
  java:
    javaagent:
      add-thread-details: true

Or:

instrumentation/development:
  java:
    javaagent:
      add_thread_details: true

And define a priority between them.

I think I'd prefer to be strict, and not support both

instrumentation/development:
  java:
    javaagent:
      add-thread-details: true

and

instrumentation/development:
  java:
    javaagent:
      add_thread_details: true

(so only supporting the latter with _ in declarative config)
