Consider state metric conventions

Official guidance is about to land for state metrics in open-telemetry/semantic-conventions#2472

I think we were pretty close in #12369

Only difference I see is metric name recommendation is status instead of state.

I agree, we were only two letters away with JMX state metrics !

In order to avoid any potential breaking change, I would suggest to:

• add a new config option to opt-in to the new name recommendation
• switch to the new recommendation and remove the config option for 3.0
