Add support for Payara JMX metrics

On the docs site, we describe how to enable the java agent for payara, but a predefined configuration for payara jmx metrics is notably absent? I guess some users still use this application server.

I think this should be done directly into the instrumentation repository, then in contrib we will inherit the feature directly through jmx-scraper.

It would be quite similar to #14994, which should IMO also be done first in instrumentation then inherited here.
