add config for prometheus exporter

Add config for [Prometheus Exporter](https://github.com/open-telemetry/opentelemetry-configuration/blob/26f29f8119042c05fd3e08317c025030e79476d9/schema/meter_provider.json#L179), so it can be used in the `exporter-prometheus` package
