Consistency across `AWS_LAMBDA_EXEC_WRAPPER` value

I think there shouldn't be different handlers across runtimes.

Same value for AWS_LAMBDA_EXEC_WRAPPER for all runtimes.

Additional context
To avoid a breaking change, it would be possible to include /opt/otel-instrument which would redirect to /opt/otel-handler
