refactor(fastapi): migrate HTTP_ROUTE from SpanAttributes to new semantic conventions

Replaced usage of `SpanAttributes.HTTP_ROUTE` with `opentelemetry.semconv.attributes.http_attributes.HTTP_ROUTE`
as part of the migration away from `SpanAttributes`.
