trace output using opentelemetry-instrument isn't correct

I'm trying to run opentelementry-instrument python myapp.py and it's output doesn't seem to be in the right format. It's my understanding its' supposed to be like the spec:

but it's not in that format and my opentelemetry collector with Jaeger isn't accepting the input that isn't in the resourceSpans format
