Change genAI langchain instrumentation name

What happened?

#3600 will introduce langchain instrumentation support.
But the name space /opentelemetry-instrumentation-langchain is already in use by traceloop's openllmetry https://pypi.org/project/opentelemetry-instrumentation-langchain/
Initiated conversation with Nir Gazit(no response yet) to allow same name.
Depending on its outcome, before releasing langchain support we have to revisit and decide to use same name or change it(preferebly by appending -v2)

Keep name same or change it.

Name is duplicated.
