Python configuration working group prototype

The configuration working group has been looking for a few additional implementations of support for the configuration schema https://github.com/open-telemetry/opentelemetry-configuration/

I'd created a prototype some time ago around this here: MrAlias/otel-schema#44

@ocelotl may already have a better prototype for this.
