I'm working on this. I think it has to do with the recent otelbot token changes. #1598

The current workaround is to apply the release: pending label manually to the PR when it opens. Remember to update the label to release: complete after the release completes.

Even with the new token, the release: pending label wasn't applied. See #1644.
