[Bug]: Sampling is not respected for logs

What happened?

When using sampling via env vars, or configuring a sampler, the sampling is not respected for logs, and for logs attached to traces

Logs are not expected to affected by Sampling as OTel's sampling is only applicable to traces.
There are some upcoming changes coming which will allow Logs to inherit sampling decision of the parent Spans, but it is not yet implemented.
