[prometheus] Stabilize OTLP -> Prometheus specification #4803
Description
What are you trying to achieve?
All Prometheus exporters, including SDK and collector exporters, depend on the OTLP -> Prometheus specification:

This issue tracks the stabilization of that portion of the spec.
The prometheus compatibility SIG will likely work on this after #4742 is completed.
TODO: Create sub-issues to track stabilization of individual sections after the SIG starts working on it.
