[Proposal] Semantic conventions for config/registry center

More and more developers are using microservice architecture for development, and the config/registry center is an important component of microservice architecture.
In Otel community, more and more developers are trying to monitor these config/registry center:

• Add support for Nacos Client (#9961) opentelemetry-java-instrumentation#12849
• Add Apolloconfig Inst... opentelemetry-java-instrumentation#12787
  And we may need a new semantic conventions for it, which may include the following:

metrics

1. subscribed services count
2. published services count
3. listened configuration file count
4. request count
5. request time

events

1. query config
2. publish config
3. remove config
4. query service
5. subscribe service
6. list service
7. ......etc
