Add QUERY as a known value for http.request.method.

Add QUERY to the semantic conventions for HTTP so it's a known value, rather than being treated as _OTHER.

hi @martincostello, based on the existing spec language:

HTTP request method value SHOULD be "known" to the instrumentation. By default, this convention defines "known" methods as the ones listed in RFC9110 and the PATCH method defined in RFC5789.

If the HTTP request method is not known to instrumentation, it MUST set the http.request.method attribute to _OTHER.

and since it sounds like QUERY is already "known" to your instrumentation, I think it's ok to capture it and not treat it as _OTHER already.
