Mark Oracle database semantic conventions document state as Release Candidate

We would like to transition the Oracle Database semantic conventions document from Development to Release Candidate, and eventually to Stable.
This will allow customers to confidently proceed with integrating instrumentation modules across different languages.

When the PR for the Oracle Database semantic conventions was first proposed, it began in the Development stage.

Since then, significant progress has been made:

• The JavaScript driver has implemented most of the tracing attributes defined in the standard.

• The JDBC driver has an open PR implementing the standard attributes.

• ODP.NET has partial implementation, documented here.

The remaining attributes will be implemented in future releases of each respective language instrumentation module.
