From my understanding, the tool section you have in your screenshot is the user provided tool section where the user would incorporate their own tool servers. And the global tool section is in the Admin Settings pane. This might be recent behavior, implemented in an update after your comment was posted. Note that it seems the global tools are added to the plus button ("More") menu in in the chat message bubble, where the user must tick them on, or they must be enabled on a per model basis by the admin. |

I noticed in the open-webui docs there's a global API Key field used when setting up OpenAPI Tool Servers-
In the case of running it on localhost, for a single user, that makes sense!
In the context of a hosted deployment of open-webui, how can a user provide their own API Key for using an OpenAPI tool server?
