Missing menu item

It's a "user" option not a "admin" option, users also require direct access to the tools server and an API key.

Could we get a way to setup Tools Servers for all users automatically, and not only from the user settings ?

Can a user with the role "user" also use Tools servers? I see it for the user with the role "admin" but not for those with the role "user"
