Ideal Azure set up for production Open Web UI chat

Hi I'm looking for some thoughts and opinions on what people think is the best set up for running Web Ui off Azure resources. We have about 70 Users and are currently using a web app docker container.

Performance can at times be very very slow and uploading a file 95% of the time fails (even 1kb or 1mb files fail).

This is our current set up is a Linux Web app hosting a container, the service plan is B3

We are using OpenRouter
