[TODO] Add "at higher levels" array to 2024 spells

Description

Many spells need an array of "at higher levels" casting objects. This should follow the pattern decided on in #749 or any follow-on items.

Requirements

How do we know it's done?

• All spells whose descriptions contain the text "At higher level." include at least 1 higher level casting object
• (optional) It would be awesome if we had a check for this as part of data ingestion, to ensure none are missed going forward

This appears to be complete, now that a regression has been solved in #844 (a few spells like Fireball lost their spell progression somehow)
