Support to find routes when the destination point is unknown

@trafalgarw I would argue that it's not the Router's responsibility to find out where the vehicle is supposed to go. The Router is merely supposed to find out which route to take to that destination.

If you want to achieve something specific, maybe it's better to first describe that.

I want to find a temporary holding point to yield to other vehicles during a deadlock. The exact point is unknown and might be determined by another component instead of the Router.
