Using skills does not find the script it needs in the skills directory

What issue are you seeing?

Using gh-address-comments will sometimes find the the script it needs in the right folder and sometimes return:

I couldn’t find scripts/fetch_comments.py in this repo, so I pulled PR comments directly with gh api.

What steps can reproduce the bug?

I have found the same issue; codex does not seem to honour the File References section of the Agent Skills specification; see:- https://agentskills.io/specification#file-references

For example:-

I have a simple skill to start a new piece of work in a branch based off a JIRA ticket.

This includes this snippet in the SKILL.md file

## Prerequisites

Run automated check:
scripts/check-prerequisites.sh

When triggering the skill via a prompt in a codex session, I see the following misfire; it reports the reference skill file as not found
However, the same skill works perfectly well in both Claude Code and the OpenCode CLI
