train a CTC tokenizer for new language

Hi. I need to fine-tuning pretrained whisper model with new language, and this language required a new CTC tokenizer. But now I can only find tutorial with pretrained CTC tokenizer, but there aren't any guide for training new CTC. How can I do it ? please help
