How to use whisper in the command line

I have installed using pip, and I can import into python. But in the readme there is a line starting whisper ... --parameter value. I'm not sure where whisper.exe is installed. I can see the directory under site-packages called, whisper but how do you invoke the executable?

I see that the path to whisper.exe is C:\Users<user>\AppData\Roaming\Python\Python39\scripts and it needs to be in the env. variables.
