RAFTS - Create Form: Validate button should inform the user if the form is valid

Navigate to the `Create New RAFTS` page and properly fill out the Form.  Clicking `Validate` will do nothing.  Can there be some feedback to indicate a pass or fail?  Also, there is a "Save" icon (<img width="32" height="32" alt="Image" src="https://github.com/user-attachments/assets/85e6caec-9103-47b2-bfdb-69af7bb13367" />), but does it acually save the RAFTS form?
