IDEA: Improve live streaming and scheduling

1. Aim/description
Currently livestreams are handled in very weird ways (see the linked issue). The information to play the stream is only really available in the search index, not the external api, and only when the event is actually live. The assigned capture agent has no knowledge of the livestream.
The aim of this would be to make the overall experience of handling, administering and accessing live streams more predictable and transparent.
