bug: tried to install 0.7.0 sdk python

I tried to install 0.7.0 sdk python with uv and got thw follwing error

error: Failed to install: dp_sdk-0.7.0-py3-none-any.whl (dp-sdk==0.7.0 (from https://github.com/openclimatefix/data-platform/releases/download/v0.7.0/dp_sdk-0.7.0-py3-none-any.whl))
  Caused by: Wheel version does not match filename: 0.0.0 != 0.7.0

My fault for fudging it. Just rename the wheel to 0.0.0 instead of 0.7.0 (reversing what I did). I've fixed the versioning in this latest PR, it'll come through with the GetLatestObservation RPC.
