As a host/collective admin, when searching for a contributor name in the context of my fiscal host, I want to get the relevant accounts that somehow interacted with me (through expenses, contributions, updates...etc).
Individuals should only be returned if I'm a root user, or if they interacted with a fiscal host or collective user is an admin of (we don't want all individual profiles to be returned for everyone).
When searching in context of a host/collective, only return the accounts related to this host/collective (hosted + interacted with)
Other account types should stay searchable by anyone
