Description
This is related to #42 and relevant discussion was undertaken by foundation members where the focus of second exchange as an electoral nomination / peer-review aiding platform and the need for a robust consensus mechanism was highlighted.
In its current form, nostr-tools doesn't provide this feature but an extension of the protocol or integration of a 3rd party system to achieve this might be the way to go for second exchange
