rename serialization.md to config.md

As part of splitting layer.md out of serialization.md, I had this as a TODO item. Once of the issues was that the term "serialization" is imprecise.

There are still a few open PRs against layer.md. Once these are resolved, I'll go ahead make sure this is renamed.
