In Uganda, we are in the process of enhancing our CR System, our current implementation allows us to access records across districts meaning any Registrar can view and verify records from any other district. This implementation has its advantages in that you can solve a clients problem onsite and DO NOT have to send them away to another district, dramatically increasing the cost of the civil registration service. Others however, argue that this access to records can be abused and are advocating for limitations to their access be returned for this reason. |

In the case of the Federal Republic of Somalia, all civil registration records — including births, deaths, marriages, and divorces — are entered directly into the national digital Civil Registration and Vital Statistics (CRVS) system. Once a record is registered by a district registrar, it is automatically stored in the national database, rather than being kept solely at the district level. This centralized system allows authorized registrars across the country to securely access and edit records through their respective user accounts, subject to defined access privileges and audit controls. Therefore, if a person’s birth is registered in District X but later requests a birth certificate in District Y (for example, when registering a marriage), the registrar in District Y can retrieve and verify the record directly from the national system without requiring the applicant to return to District X. |
