Summary

When a Health Facility Administrator (HFA) creates a birth application and attempts to validate the parent’s ID using e-Signet, the authentication status failed. Even if authentication fails, the application is still getting registered and moving to the Print Workqueue.

Requirement

If parent ID authentication (e-Signet) fails at any stage—either during HFA submission or during NIRA Officer review—the application must be routed to the “Required Update” workqueue instead of being registered.
This ensures that no birth application is registered without successful identity verification.

Current Behaviour

• HFA initiates authentication for parent ID → Authentication fails.
• HFA submits the application with failed authentication.
• NIRA Officer reviews the application.
• Even though the ID authentication failed, the system allows the officer to register the application.

Expected Result

If parent ID authentication fails at HFA level OR during NIRA review:

• The system should not allow registration.
• The application should automatically move to the Required Update workqueue.

HFA doesnt have the permission in their JWT for automated moving of a failed E-Signet integration into a requires updates workqueue: #11555 (comment)

Registrars have permission to override whatever they want unless it is configured to reject here: https://github.com/NIRA-Opencrvs/opencrvs-uganda/blob/8ce919a0ccf641701b0f1338aa6c1f539b4b2a44/src/api/registration/index.ts#L353. Are you saying that this is not working?
