Requirement

When the Health Facility Administrator role is configured with only record.declarepermission, the user should NOT be able to submit or send incomplete applications for review.

Current Behaviour

Even with only record.declare permission assigned,
Health Facility Administrators can still send incomplete applications for review.

Expected Result

If the Health Facility Administrator has only the record.declare permission:

• The system must block submission of incomplete applications.
• The Send for Review action should be disabled until the application is complete.
