Step 6 For the full version setup:

"You have three town crisis cards in the event deck"

Hang on there's six. Oh wait, three are labeled "Town crisis" - distribute those evenly in the deck.

OK. What do we do with the other three? Shuffle them I suppose. These other three aren't "Town Crisis" they just impact me. Why are they called "Town Crisis"? Shouldn't they be a different design?

The other three black and yellow cards aren't town crises (I'm thinking of the data quality etc cards). Is there something in the deck that implies they're also town crises, or is it the similarity of design?

@ellenbroad the instructions show Data Quality as an example Town Crisis card. Design implies that also.
