RHOAIENG-24545, RHOAIENG-27813: tests(odh-nbc): extend the runtime images configmap tests (#623)

The tests were slightly restructured and a new test was added to check
also that the controller creates the ConfigMap directly from an
ImageStream which was the original bug in RHOAIENG-24545.
