opendistroforelasticsearch yum repo not updated with 1.13.3

I was just checking for updates related to log4j and can download the tgz but the yum repo doesn't seem to have 1.13.3

This is prob a dup of opendistro-for-elasticsearch/opendistro-build#796 but it would be nice if someone had eyes on it
