npm run build is broken

But unsure if the issue needs to be fixed here, in paragon, or in the common base config from openedx/frontend-build.

Interestingly, I can reproduce the issue on my workstation, but it successfully builds from within the tutor lms shell. I noticed that the tutor dev shell has node v18, but the .nvmrc in this repo is node 20 (so my workstation is using node 20). I wonder if that's the difference?
