Spec

Disallow edits to sections and subsections that have been referenced from a library.

1. Children of sections and subsections that are library references should have their reorder handles removed. It should not be possible to reorder their children.
2. Tags should be active for all library blocks. Tags can be added locally to re-used blocks. However, tags applied to blocks at a library level should NOT be editable at the course level.
3. Settings changes should still be allowed for sections and subsections that are library references, and units contained within those sections and subsections.

In Scope

• Removing controls for reorder handles
• Tag behavior for Sections/ Subsections AND Units

Not in Scope

• Disabling renaming for sections and subsections that are library references (for Ulmo, local name overrides of referenced content should be allowed).

Related Issues

• Followup to Disallow edits to units in courses that are sourced from a library #1712 for section/subsection reuse
  • Behavior should remain consistent with that ticket
