Update & Accept OEP-55 Maintainers

Currently, OEP-55 is marked as Provisional, but it should be transitioned to Accepted.

@feanil do you have a sense of what needs to be updated in OEP-55 to reflect the current state of things, or could it simply be marked as Accepted?

I'll review the OEP and make any updates that are necessary to update it. I think at this point it should be good to go. I'll assign this to myself and try to work on it in the next few weeks.
