[Android] Internationalization Infrastructure

Goal

Have the app support multiple languages to increase ease of use for learners from a variety of geographical regions.

The current prod edX app supports 11 different languages (including English).

Note: Current behavior is that transifex strings must be 100% reviewed / translated to be pulled back into the repository, this is being reviewed / considered for update via the Translations Working Group.
